I am Moon dominant too

Pluto isn't strong in my chart, it only makes two aspects, and one of them is a generational one (to Neptune). Scorpio is my second dominant sign according to Pullen, but that is far from being 100% accurate so I dont pay much notice to it.

I do not use Pullen or online calculations alone for myself - I wouldn't rely them indefinitely to be most accurate... but, they are fairly accurate, and still very useful at least initially-

OT/OP~
as pointed out above - there are times when outers in particular - like Pluto will fall in such a way for such a time - that all those people born then are going to have prominent Pluto to outer aspect - and then couple that with those born with inners in that area and boom~ you have dominance from a system like Pullen uses - which has a substantial margin for difference with colour, and manual calculation -

It makes sense when groups born within the same 3 years have a strong outer in common -
^^;

but, to really determine the dominant, one should look at their own chart separate from the analysis used by Pullen - because what Pullen uses, and does not use... are important matters to keep in mind... such as using Chiron - or North Node, but not using South Node or Vertex. And, relying on their values for those outer arrangements that are specifically going to be generational/common for a time, can be a bit misleading or inaccurate for you personally.

Moon for me ranks higher with Pullen than colour... Cancer by Pullen is my 2nd most dominant sign. ^^; I do understand how they determined Cancer being ranked high next to Sagittarius - but I'm not in agreement with the assessment stating Moon is dominant in Pullen.

Just things to keep in mind.

But my Piscean moon is also within what they would call the Scorpio decan, the Aquarius Dwad and Pisces duad so... I guess it adds plenty of Neptunian energy lol....

here are the decanates....
Rising Sign ---- Scorpio in Scorpio Decan, Sagittarius Dwad, 4th or Cancer Duad
Sun --- Scorpio in Pisces Decan, Aries Dwad, 6th or Virgo Duad
Moon --- Pisces in Scorpio Decan, Aquarius Dwad, 12h or Pisces Duad

And here is my non-Scorpio signs and where
they are....

Mercury ---- Sagittarius in own Decan with Aquarius Dwad, 3rd or Gemini Duad

Mars ---- Cancer in Pisces Decan and Aries Dwad , 10th and Capricorn Duad
Jupiter ---- LIbra in Libra Decan and Sagittarius Dwad , and Gemini Duad

South Node in Gemini with Aquarius Decan, Pisces Dwad, and Capricorn Duad
