Houses lacking planets mean you do not devote as much energy to them as you do the houses which contain them but if your Pisces rulers make conjunctions, oppositions and squares to other planets, 11h matters will be strongly affected by these aspects.

Houses the rulers are in explain what you like to do when you socialize, like a night on the town or something, political leanings, interest in subjects like quantum mechanics, shows like Star Trek, all belong to this house.

With Pisces here, you are most likely somewhat soft when it comes to social causes and are saddened when groups of people experience difficulties.

Friends could come and go, especially if the rulers are in weak houses, signs or afflicted.

9th house rules places like universities and where you go if you practice religion. It rules places further from, say, your immediate neighborhood. It rules people born far away from where you live yet are close to you for whatever reason.

So many inner conflicts, but that's what makes life interesting, and if i wasn't a scorpio, i would not survive this lifetime.

Also saturn squares my ASC and SUN and i do struggle with depression on and off. It makes me bitter and lazy.
