I wouldn't say that necessarily - if they put their planets in each other's 5th 7th or 8th houses...I don't think synastry has to be as obvious as triggering someone's venus to "work", I think a lot of energies have multiple ways of coming across astrologically.

Bad. I'm with Orange, here.
One unaspected Venus is bad but two.. ahem.

The person whose planets don't touch the other's Venus feels unappreciated. It doesn't matter if the Venus person actually "feels" something, it will be hard for the other person to feel it. The flow of affection and appreciation will be strained at best and non existent at worst.

Talking from experience.

Now, if you still have aspects, even minor ones, and if the Venus touches an angle and the overall synastry has very supporive elements, it may be easier to deal with. But for me, a completely unaspected Venus is an alarming sign.

What if the only aspect you have is mars sextile venus (at 3.88 degrees)?
Is that enough for the mars person to feel appreciated and the flow of affection to exist? Is the orb tight enough? Will the mars person be pleasing to the venus or is it not enough?

A trine from Mars is definitely a good thing.
It should indicate attraction and a fondness of the other person.

In my synastry , venus of both are bearly toch to any love planets/points but we both have venus fall in our 7th DW.

And in synastry ,somehow house overly is important than the purely aspect.

Go check if ... the venus touch any angle ( AC,DC,IC,MC ) , fall in angular house(1st,4th,7th,10th)or fall in the house of relationship (5th,7th,8th) . Those overlying might explain than just the aspect.

8th harmonic aspects count, too. (esp. if Venus is on the midpoint of a square in the other person`s chart) Did you check?

Also, checking for rulers of 5th house, especially.

If nothing clicks AND Venus is unaspected - bad sign.

Sorry for asking twice, but do you mean only a trine? What about sextile? How tight should the orb be?

Thanks.

Trines and sextiles are nice.
I personally always count sextiles, some people don't but I feel like they're valid.
I use an orb of 4° for them.

An aspect is an aspect...look to see if each others 1st & 7th house rulers are in aspect with each other. That would show the willingness to have a relationship with each other
