You have to have it to the minute for an accurate chart and a reliable one

You can get your chart rectified where there'll be an estimation as to your ASC sign and degree but it does take a lot of time

Usually my advice'd be if you can, dig your time of birth out before exploring rectification as it's concrete evidence

With some simple information to prove who you are, you can get your certified birth certificate mailed to you for about $15 on average in the states.

You may need to specifically request "the LONG form" of the birth certificate for it to include your time of birth.
