What exactly does it mean when you have two signs in the first house and the second sign takes up more space than the first sign? For example I have an Aquarius Rising @ 22 degrees and Pisces in my first house and its intercepted (is that the right word?) by 11 degrees. Meaning there's more Pisces in the first house then there is Aquarius. Does that mean I have to chart rulers (neptune and uranus)? (neptune and uranus is also conjunct in my chart)

Nah, you don't have two chart rulers, but your appearance will be affected by Pisces/Neptune. I have a very late Leo rising and my first house is almost entirely Virgo - like 900% of everyone agrees that I look more Virgo than Leo.
An intercepted sign is a sign that is entirely in a house, so Pisces for you isn't intercepted.
