Hi Felis Leo, welcome!Okay, I'll give my personal opinion on your questions, but others may disagree.
1. Does Venus square Pluto ( natally and within synastry ) mean the Pluto person has the upper hand?
Generally, yes. Venus is usually more obsessed / infatuated than Pluto, at least when it comes to the square. However, it is not impossible for the Pluto person to feel the intensity, too.
2. When a person's personal planets fall in your 8th House? Whom does this benefit?
You're the one feeling it.
3. Does the Venus, Sun, Mercury person feel the intensity of his planets in the other's 8th house or is it a one way street?
The planet person can usually see or "sense" that they have an impact on the house person, which can in turn pique their interest, but the house person is the one who feels the planets' energy more. It's not exactly a one way street but usually the house person is more attuned to the energy of that house (in this case - 8th: very deep, emotional and sexual).
As for your Mars in Scorpio and Venus square Pluto.. well, obviously you'd be very intense in your feelings. Control and trust issues are probably very common in your relationships.
What can help to loosen up is to own your own power and not give it away to others whom you feel a connection with.
You may have a tendency to think that others can hurt you / destroy you / abandon you, and that's where the insecurity comes from (and leads to power games and control, and so on).
So if you express these energies negatively, you should try to avoid wanting to control people and situations and be more trusting of life itself. Also, understand that just because your feelings are very intense, it doesn't mean that you can't survive crises.
Keep in mind that you're stronger than you think and you don't need to control things. Quite the opposite: once you learn to relax and just let it be, it will seem much easier and enjoyable to you.
