No, they don't have to be a solar Scorpio, but they will likely have some "Scorpion" characteristics like maybe a prominent Pluto (on ASC or MC or in tight, hard aspect to a luminary) or a packed 8th house. You'd like for your romantic attractions/partners to be charming, diplomatic, tactful, tasteful, attractive. Venus points back to Scorpio, so you want him to have a sort of "dark, intense" charm instead of a lighter, airier charm.
