He's very young and at that age I acted the same (also scorp-moon me + fire sun) even though I really liked someone. So the vibe I get here is that he's simply not ready to commit.

don't chase him. most men don't like it and it makes you look needy especially if he has to reassure you that all is ok. if he is going through a hard time he is turning to people he wants to include and if one of them is not you then accept that. perhaps it is not his scorpio moon/aries sun that is a problem, but something in your own natal chart that won't allow him space? look at your own chart first
