Basically - an applying aspect between the querent's significator and the quesited means yes, no aspect means no, and a separating aspect means the answer is already known, or something already happened.

Horary astrology is really complex and there are so many things to take into account..
Few people are good at it.

But you can find a lot of information about it on the internet.
