I don't know if Lilith will be felt here but the Moon conjunct the other's IC is a powerful interaspect that points to a deep emotional bond with one another.
The IC person may feel at ease with the Moon person and feel like they can tell them their deepest feelings and opinions.
It's usually a solid aspect for loyalty and strong feelings but by itself it's not sexal or romantic in nature (however the Lilith here can add a bit of a compulsive need to share emotions with each other, I guess).
It doesn't necessarily point to emotional compatibility though, that's shown by other aspects to the Moon and the synastry overall.
