In synastry, if someones planet makes an aspect to the other persons house ruler would it be the same thing as if a planet fell into that house? For example, my venus conjuncts the other persons 5th house cusp ruler which is virgo would that be the same thing as if my venus fell into that house? Would my partner react the same way? I hope this makes sense

I'm sorry, your question is confusing.

A "house ruler" is a planet that rules a certain house.
A "house cusp" is the "line" where the house begins, it falls in a sign.

So if your 5th house cusp is in Virgo, the 5th house *ruler* is Mercury, the planet that naturally rules Virgo.

If someone's planet touches your Mercury (5th house ruler) they may indeed evoke 5th house energy in you (romance, creativity, fun, etc).
