If Venus is in Pisces conjunct the descendant would that make one a Venusian person because its angular or would it mean they project their Venus onto other people?

That's a very good question.

Both answers are correct.
You are Venusian but may not be aware of it until you enter in a relationship with someone.
You can also attract Venusian partners who act like a "mirror" for your own Venus qualities.
