If in synastry, I have my planets falling into the other persons house is it significant enough or do I need those same planets aspecting that persons house ruler to have some importance? Ill give an example to further show what I mean. I have 5 planets falling into my partners 7th house in Sagittarius, do my planets need to make an aspect to his house ruler which is Jupiter for it to have any influence on him? I am new to astrology so thank you so much for answering!

they donīt need to be aspects to the houseruler, it can also be aspects to other, preferably personal, planets in his chart.

Any planet falling in a house would be like that planet was in aspect to the house ruler. It would affect to the house person in the same area (overlays-directly, rulers-indirectly). They don't have to be in aspect to each other. Just look at the aspects in the natal chart to the planet and the sign/house the planet is in in the natal chart because it may show you the overall affect on the house/house ruler person.
Badly aspected or weak planet in natal chart = bad/not very good influence in synastry.

In theory, yes.
In practical observation though, if it is ONLY a planet in the house WITHOUT any synastric aspects, the effect will be very subtle and mild.
The aspects provide the energy that is needed fro something to kick in. Once the energy-stream is there, the houseplacements shows where the energy unloads.
