Who would be the more obsessive of the two per say? I have read that the planet person, Venus is the one who is actually more obsessed in this situation and Pluto is able to manipulate the situation to how they want it.

Venus could be obsessed but there must be more triggers to N venus. Its not enough with just one aspect. DW venus/pluto triggs more obsession in process between people. Process like always in my mind...
