If you're talking about synastry..Then,both will feel it.The Pluto person will become possessive over the Moon person.Imagine it like the natal aspect(I have Moon Square Pluto and the same aspect in synastry with someone and I feel mesmerised by him,however.)
There will be emotional outbursts because of the amount of emotions that will be created,either good or bad ones.But I don't know how they feel about each other when it comes to love.
