i have these ideas and i want to know if it makes sense,

so this guy i like has his DSC in sagittarius, and sagittarius is ruled by jupiter right? his jupiter is conjunct my sun.. my libra sun falls in his 5th house. is this significant?
my jupiter is in pisces and pisces is ruled by neptune right? my neptune conjunct his DSC and has ALOT of aspects to his planets: my neptune trines his mars, venus, sun, mercury, chiron (all in his 12th house natally in taurus, 12th is ruled by pisces/neptune right?) my neptune in sagittarius also squares his saturn and jupiter in libra.

basically alot of neptune/jupiter here..

we also have a whole pluto theme going on,

my pluto conjunct my venus and ASC all in scorpio (co-ruled by pluto right?) and opposes ALOT of his personal planets: mars, venus, sun, mercury, chiron in taurus.

does it has a significance when the vertex falls in a certain house?
does the vertex need to be a close conjunction?

his vertex conjuncts my pluto, venus and ASC

my vertex natally falls in gemini, his ASC is gemini
his vertex natally falls in scorpio, my ASC is scorpio
our composite vertex conjuncts the DSC

Yes! Very significant.
You fit both of his 5th and 7th house themes.

I was especially impressed with the Vertex contacts.
It means that the relationship has a sort of "fated" or meant-to-be quality. You both may experiences many strange coincidences and synchronicities together.
Vertex has to do with significant turning points, epiphanies, revelation, and the answer to one's longing's/wish fulfilment.
Vertex in tight aspects will bring about those feelings, as well as the Vertex/Anti-Vertex polarity being reflected in the other's chart somehow, by sign or house placement.

For example, my Vertex/Anti-Vertex are in Sagittarius/Gemini. So those who have planets/points opposing in those signs, or planets/points falling in the 3rd/9th houses will make me feel "Vertexy-feelings" lol.
The more they aspect my Vertex, the more I'll feel it. Either I would have contributed to their fate in some way or they would have contributed to mine.

What house does Jupiter rule in your chart?
