I'm not sure how to interpret a transiting planet conjuncting the ASC...or any angle for that matter...when it is still applying.

Take for example when transiting Mars is still in the 12th but a couple degrees from the ASC. I give applying aspects a little more attention than separatring ones, but in this case Mars is still under the influence of the 12th. How active is the CONJ at this point?
