IMO a planet is 100% "in" whatever sign that it's in.

With that said, a planet that early in a sign should pick up some energy from being one "minute" away from another sign since the sky isn't so neatly and cleanly divided up. Being right there should yield at least a little crossover energy. I also think planets can pick up some energy from anything in another sign they might conjunct and I would even say this is true for houses.

Imo, it fades from one sign to the other, on a cusp its going to be a weaker mixed energy of both signs, more concentrated towards the signs cusp that its on

0 to 1 degree will share the same decan and duad of the sign!!
It must be very potent.

I have NN 00'00 Capricorn.
I definitely feel strong Cap/Cancer influence when it comes to my nodes.
