on my cousins birth certificate the time of birth is 9:24.
28 degrees cancer, add 6 minutes and her asc would be Leo.
Which I think is more accurate for her, would be it logical for nurses to reduce the time, or something?

The placement of her chart ruler does not help either

I think that the last 5 degrees you can count as Leo and Cancer. A mix of the two.

She has 28 degrees of Cancer behind her
and 2 (or just under) of Cancer in front of her,
with all of that Leo, so yes she will exhibit Leo traits.

I think it's more likely that the nurses recorded her birth time as later than her actual birth time rather than earlier. That's way more common. Personally, I just work with the birth time I have rather than second guessing it, unless I have some reason to believe that it may be inaccurate.

Regarding her seeming like a Leo, that's because (like other people have mentioned) she was born near the cusp. My ASC is at 27 Taurus and I'm almost as much a Gemini as I am a Taurus. I also have a strong Mercury so that's definitely a contributing factor.. Maybe your cousin has Leo elsewhere in her chart, heavy 5th house influence, or even a strong sun? That would enhance her Leonine qualities.

Obviously if she had leo placements I would pin it down to that...

It's not I find her more leo.
she looks and behaves nothing like her ascendant and placement of her chart ruler

I just think the physiognomy of leo mixed with new chart ruler would explain a lot of things.

Well what's her sun and moon?
Could you post a pic?
Or her chart?
Her ASC would be in the Gemini duad.

I just don't think ASC consumes personality besides some physical traits and first impressions. I really just think it's "the mask you wear". My little brother is a Leo ASC and he doesn't seem leonine to me at all but I guess he could to people at first. To people I'm close with I wouldn't seem Scorponic at all. But then again I have chart ruler in 12th

My best friend is gem rising and besides her being a Chatty Cathy when she's in new situation and her skinny stems - she's not much of a Gemini to me.
