Recently, I have been really busy and wasn't able to spend much time with her

she dropped me like 5 times already within like 4 weeks already
she told me a lot of weird stuff like how her paretns doesn't like me (I am certain she hasn't told her parents about me), how she might move out of town next year, all kinds of stuff

but she keeps coming back
I have no idea if she is just using me as a time filler or is at least somewhat attracted to me

what do virgo moons think? please give me some insight

I cannot make a decision for you. You have to figure out if it worth the try. I know 4 libras in my family and a Leo with Libra Stellium. They are wishy washy. They come close to you one moment and they start criticizing you. Some of them have cursed my name and the next day (sometimes the next hour) start laughing like nothing happen. Although it has a lot to do with their maturity, most Libras i know (includes friends and past crushes) have the same characteristic to one extent or another. This girl has both Mercury and Venus in Libra.

Virgo moons love to serve and are good at noticing details. But that's about it. I think Aries moon attracts Cappy moons more so than Virgo. But that's for another thread.

I too have Aries moon and Cappy venus. I am not sure in your case if your venus square her sun, mercury and venus. I personally don't like most libras because I have stellium in Cappy. But I prefer more consistent people. If you care about her, my suggestion is to have this conversation off line with her; just explain how you feel, why you are confused and express whether you are interested in moving forward. If she is not on the same page, then move on.

Obviously some other combinations can work. A close friend of mine has Leo moon and stellium in Cap. So our moons' energies are very similar (Excitable), but we are also consistent people who finish what we start.

Given that you have lots of scorpio, cappy and sag energy, you probably wanna find someone who shares the similar Scorpionic intensity and cappy consistence. Such person might have a little air or fire placements but too much might be bad.
