When I look at my partners 5th and 7th house rulers they are not exactly favorable planets. Nor, do they have the most favorable aspects. Would this mean that he's doomed to challenging relationships? What does it say about them? Here's his info:

-His 5th house ruler is Uranus. His Uranus falls into his busy third house at 7° Sagittarius. Followed by Jupiter at 10° and South Node at 16°.
-His Uranus also squares his Venus at 13° and Mars at 14° Virgo in his 12th house.

-His 7th house ruler is Neptune. His Neptune is at 27° Sagittarius conjunct his Imum Coli at 29° Sag.

His Neptune squares his vertex at 28° and his Descendant at 29° Pisces. Therefore, it obviously opposes his MC and squares his AC.
-You might also say it sextile his Mercury at 24° and his Sun and Pluto at 29° Libra.
-And trines his Juno Retrograde at 0° Taurus.

When ever I hear about predictive astrology I always hear that you should look to aspects to the house rulers. But Uranus is usually associated with change and even breakups while Neptune is usually associated with illusion and deceit.

Which leaves me lost as to what to think when anything is transiting these two rulers. Or if either are transiting the houses. T. Uranus for example has been transiting his 7th for quite some time. And T. Mercury will soon be conjunct his Neptune. Also T. Moon and T. Neptune will square his N. Uranus. While T. Uranus will make a trine and T. Mars will make an exact sextile.

So Im wondering if your natal chart has many squares do you also look for transiting squares for a positive outcome?

Or with a chart like this are you better off looking at say Venus and Mars as indicators?

Sorry about any confusion. I would have posted a chart if I could have. If its too complicated maybe you can give me some examples of what has worked for you in your chart.

The 7th house and its ruler are important, but in relationships, a lot of other elements are activated: the ASC, the Sun, the Moon, and so on (it also depends on the synastry aspects, of course).

The DSC and its ruler often point to what a person feels is important in relationships and how they relate to their partner on a personal level, the things that make them feel like a "unit" and partnership, and not just two separate individuals (ASC).

With Neptune ruling the DSC, the person may feel like a close emotional link is very important for them to feel like they're part of a partnership; romance and a feeling of belonging could be important, or sharing a home or similar background (Neptune conjunct IC).

You can look at Venus for relationships as well but it's more general, the DSC and its ruler are more personal.
