Out of sign conjunctions?

With out of sign conjunctions (or any aspect for that matter) are they still as powerful- depending on the orb-? Or since the sign a planet is in affects how it's expressed, will the expression be modified? For ex, I have venus conjunct mars by a 3 degree orb, but venus is in early Capricorn while mars is in late Sagittarius. Would the energy be less focused then? Or, say in someone's chart there's a trine between neptune in late Scorpio and early sun in Leo. Would this aspect still be as easy and flowing? IP: Logged
