Heaps of quincunxing.

3rd house is communication, 9th is thought by opposition.

Ruler of third is Jupiter but is conjunct Chiron.
Ruler of 9th is Mercury, which is quincunx Neptune Rx, which does not rule a house - an interception.
Both are dignified but I think the aspects do the damage.
As you said, quincunx between Pluto and Mercury. Pluto rules 2nd so some issue with resources available.

Sun, often represents the body of knowledge and it is peregrine but quincunxing Saturn Rx. Saturn is domicile and rules importantly here the 6th in traditional astrology. Modern ruler of 6th is Uranus Rx and that is conjunct a Neptune that doesn't rule anything. Jupiter is in opposition to these.

Quincunx - lack of understanding and adjustment.
Opposition - constant negotiation.

I can't see the relevance of the AP to the matter here. It means something in horary but not in natal chart readings to my understanding.
