Ive read some sites that this aspect would prevent a relationship from ever happening and that the Saturn person would be responsible for it

I have this with someone very dear to me, I'm the Saturn person and they are the Desc.

Thoughts?

look at the natal charts for both people and see what Saturn is doing. if one (or both) people have strong Saturn aspects then they are used to that energy/restriction and might not feel it as negatively. you have to look at the complete picture, starting with natal charts. remember that Saturn also binds people together. if Saturn is sitting on the DSC it's going to hit the partner's 7th house, and it's the house person that'll feel the negative energy, as though Saturn is holding them back/holding the relationship back.
