I am a Pisces rising, I found out that if I had been born just 2 minutes earlier I would be an Aquarius rising. Does that mean I was born on the cusp? If so what does being born on a cusp mean? Would I demonstrate both sign qualities?

No, you're either an Aqua rising or a Pisces rising. Thing is that if you have Uranus and Neptune conjunct, you'll exhibit traits of both signs. But technically, there's no such thing as a rising sign on a cusp.
