Which planet determines how an individual pursues their love interest?
I know Mars determines agression/action so do we look to Mars also to see how an idividual would pursue their love interest?
Or venus?

both because often one needs to lure the target (venus) and go for the kill (mars)

depending on which is stronger you may use either one more often.

interesting...so for example: someone with venus in scorpio & mars in aquarius - would scorp be "stronger"?

What Kero said, although I think it gets even more complicated than that.

I think the whole chart plays a role in this.

It depends on:

1) how the person sees themselves (level of self-confidence, for example)
2) what they want from you
3) other factors that can alter / interfere with their decision to pursue you (or not)

So just by looking at someone's Venus or Mars sign... You'll probably only get a tiny bit of information.

From what I've noticed, generally speaking, at the beginning of a relationship, we use our Venus to charm, seduce, and attract (the Moon can be part of the process as well, especially if it's connected to the relationship houses - 5th, 7th and 8th). Then Mars comes into play and things can become very different... In this case, Venus in Scorpio can appear to be very focused on you, intensely interested and invested... and then when they actually show more of themselves and how they "operate", you'll see a more detached and "friendly' type of vibe - more easy-going or independent maybe (depending on other things of course).

But like I said earlier, other things should be taken into account.
Imagine this person has a very strong Saturn - they could be very reserved and unwilling to show their interest in you. Or they have a prominent Neptune - in which case they may enjoy fantasizing about you but end up doing nothing about their "interest" in realistic terms and run for the hills if you actually "become real" and attainable. Things like that.

I have Venus in Cancer but Mars in Leo and moon in aries. I know what I want
