Is this something one should be concerned with? What about fall and detriment by house? Would the sign of exaltation make up for this placement?

The detriment house makes the planet weaker. The sign exaltation makes it stronger with it's best qualities more abundant than the worst ones, so it could be thought of as a watered down exaltation.
