If the planet is about 5 degrees away from the cusp, is it able to influence the next house? What's the max orb?

I have Neptune on the 12H cusp but I think I feel it in the 11th all the way. It is stationary.

I have Jup on the 11th house cusp, retrograde, and I feel it in the 10th.

To me, planets fall in the house they're in for a reason.
