The Cusp is the most sensitive part of the House, so even though it will play out through the things of both Houses, it works most Powerfully through the Cusp House.

Ive got venus in 1st conjunct sun in 2nd, they are both within one degree of the 2nd house cusp tough, idk if i should regard my venus as 2nd house or 1st house really...

My 1st house saturn conj my 12th house venus. I'd say that there is a bit of conflict at times. Not too much, since both of them are in the same sign. I don't have much of 12th house venus "quality", but well it could be because of other aspects too.

The higher the degree, the less strong a planet is in it's association to the house.

So I would say if you have out of house conjunction, one planet will be in a very late degree of one house and another will be very early degree of another. In that sense my guess is the early degree one is more influential or the influences are felt more in that house.

If my Uranus is conjunct Neptune by 4 degrees and they're in different houses, does that mean Uranus influences the next house?

I think so. My sister has uranus in 12th conjuncting ascendant and Astro.com provides a Uranus in 1st description as well.

But I don't have it so I can't tell from personal experiences. Even then the planet at the end of a house tends to be weaker.

I have early 12th house moon and that's supposed to be worse than those with later 12th house moon
