I'd say Mars/Pluto (especially conjunction, opposition), 8th house emphasis, a prominent Saturn. But it all depends on the overall natal chart. The same can show powerlessness or the journey from powerlessness to personal power.Mars square Pluto - outstanding physical strength (Muhammad Ali, Bruce Lee) Planets in the 12th house are also very powerful (the sunrise), hidden huge powers, but the native must become aware of that power (because initially he isn't, they plague his uncosciousness) and harness it, bring it to light. I've got pluto opposite mars, asc and mercury by 1-2 degrees and i do think they give me allot of personal power. But on the contrairy i feel the opposite way about my 12th house moon and saturn, what i feel like ive gotten from the moon is an inability to clearly express emotions and introvertedness those traits dosen't make for much power in my opinion, idk what saturn does tough. Also, how old are you? 
I'm with LeeLoo, it does seem to be a journey from powerlessness to personal power, and it takes time, Saturn especially. Look at all the presidents with Saturn in the 12th.

Ive gone from powerlessness to having great power (within). I grew into it, i feel. I have amazing self control, can handle basically anything... And i have strong emotional strength. Sometimes i feel like i can control situations just by my presence. Ive gone through things that most people wouldnt be able to go through. I consider myself a very powerful person, underneath it all. I may come off as a funny lighthearted person (which i am) but thats the whole point of harnessing your inner strength.. Making sure that you know it and that other people dont.. Cause you never know when you need to assert yourself and surprise them  i grow into it more and more everyday.
I am :
Scorp rising, pluto singleton in 1st. Moon in aqua in 4th, same degree as lilith. Mars in 8th, along with vertex. Empty 12th house, the only air house with no planets in it.IP: Logged |

I really identify with this, I have Mars in Cancer 7th house trine Pluto in Scorpio 11th, 8th house Sun conjunct Chiron and Saturn ruling the ASC. When I was younger I felt totally powerless and like a complete victim of circumstance (Neptune in the 1st as well), transit Pluto square my Saturn/Sun from the 12th made things a lot worse but with Pluto crossing my ASC I really have felt the past few years as being very empowering for me. I have a packed 8th house which contains a pluto/mars conjunction and I have been told that based on my chart I have a lot of personal power, however I am the weakest person I know. I can not stand up for myself, people walk all over me, I am bullied (as an adult), and I just cower away. I blame a lot of that on Mars in Libra, maybe even Saturn in leo. I don't feel powerful at all...I wish I did. On top of not feeling powerful, I feel people want to take me down in life. Perhaps I give off a powerful vibe and people think I am more powerful than I really am...I don't know. All I know is that I feel so powerless in life. IP: Logged |

i feel like i have intense levels of inner energy i can feel things so deeply at times that my stomach can actually start to burn, i have mars trine pluto, moon square pluto, and mc conjunct pluto i feel pluto just gives me such intense feelings which i can learn to channel to accomplish anything i needIP: Logged |

I view power as twofold in nature. There's power over others and power over oneself. Both can be learned and both can be taught. But of course your chart will give you more of a predisposition towards one or the other or maybe both in varying degrees. I would classify power over oneself more important and "powerful" in the sense that in it you can achieve the former. However, the former is of a less than noble character and isn't something that should be sought after.As per power we would have to look at Pluto, the Sun, and Saturn to find the base of power within oneself. Well Of course Saturn will give one more power over oneself whilst pluto will give power over others but both are, again, powerful in their own right. ------------------

I have Sun square Mars && Mars square Pluto.
I've got a 1st house Pluto too. (Sun in 7th, Mars in 10th).This gives me alot of physical energy and determination. However that is not it. Because the energy is there, it needs directing. This is where Saturn comes in. A few of my friends have similar placements (Strong Mars aspects to Sun, Pluto etc). But they always credit me for determination and movitation. I think this is because of Saturn. I have Moon opposite Saturn by 1 deg and Sun sextile Saturn by 3 degrees. This gives me the inner focus and concentration power, and then I can use my Sun square Mars square Pluto to add energy to the mix. Sorry If i sound egocentric here, it's my Leo Mars!  IP: Logged |

It's interesting different posters have different definitions. To me power -is- resilience. That's the first thing I think of when I see 'personal power'.
Scorpio/Capricorn would be the most resilient.
