My birth time is 10:49pm. According to Astro I am a Pisces rising at 0'21''. However, if I had been born 2 minutes earlier I would be an Aquarius rising. I was a C-section birth if that makes any difference for times. I am just curious if I could really be an Aquarius rising?

Check where the chart ruler is located for both. See which one is more prominent in your life. Chart ruler location and aspects will be expressed intensely throughout your life.

Chart ruler is the ruler of the sign on the ascendant. Problem in your case is both aquarius and pisces have double rulerships - classic and modern. So if you are pisces rising your chart rulers would be neptune and jupiter. With aquarius rising it's uranus or saturn. So check position of this planets in you horoscope.

I am a Pisces Rising and my chart ruler is Neptune ( I don't use old rulership in natal, only for horary and medicinal).

Neptune is located in my 9h house. Traveling has been essential for me. I travel a lot, I love it and I need it. I moved thousands of miles away from my home to live in a foreign country.

My neptune and jupiter are in capricorn and virgo. My uranus and saturn are in capricorn and aquarius. I feel more like a virgo at times, so I guess I am a Pisces rising.
