I would suspect ( based on my own observations) that fire fixed placements would like to interact most with water fixed placements, but I thought it is due to my 8th house stellium. However I've noticed I do not like to engage in frequent interactions with people that have Sun in scorpio. I love Moon in scorpio,venus in scorpio, people with their ascs in scorpio.Then I started thinking, I have a Cancer moon that squares pluto.
I love guys who have Jupiter in taurus, ASCS in taurus but I don't like venus in taurus,sun and moon in taurus. I don't like to interact with aquarian placements at all, although I am myself very uranian. Although I am strongly saturnine, I don't gel with aquarians at all. So I thought it is not so much as the ruler of the sign as much as the element of the sign..may be?

Now with regards to fire signs. I only like Venus in leo and Moon in Leo people! I don't like to interact with sun in leo guys AT ALL.I avoid them at all cost.I respect women who have Sun in leo but I simply can't take all the stubbornness!(lol) I like Sun in aries people, I like their honesty and very upfront way of dealing with things but sometimes I get a bit irritated with their lack of tact..I don't get along with moon in aries, mars in aries, and venus in aries.

The people that have irritated me the most but have ended up understanding me and towards whom I have very fond feelings have lots of scorpio in their charts but a fire sun ( NOT leo) and or capricorn placements.
Then I realized almost EVERYONE that I am quite friendly with or that feature in my life have strong fixed water placements and cardinal moon or sun.
