The houses change for the other person, yes, because everyone's birth time and birth place are different. The ASC (and hence, all the other houses) are dependent on the accurate time and place of birth. They are very personal.The planets are less personal. The outer planets are generational and move slowly, so a lot of people around the same age will have them in the same spot. Uranus, Neptune and Pluto.
