The moment when Venus returns to the position where it was at the moment of your birth. In other words, the transiting Venus is exactly conjunct your natal Venus. It is considered to be a benevolent event. It happens approximately once a year. Find out where your natal Venus is and watch where is transiting Venus. You can use "Natal chart and transit" chart at Astro.com
There you can also follow current positions of the planets (Homepage). You can make chart for that moment (but I can't help you a lot with interpretation).
Venus is currently at 28°Aries.
