Had to answer that last question. 'Not an exception' because we can still piece together past events surrounding Tyche's themes and how they might manifest in the Signs as Time passed, like the other Outer Planets.
And nice pic btw. I hardly ever see Goku anymore.------------------

Oh. Yeah, I can see what you mean now. I was talking more on the lines with an exception with observing the psychological nature of Tyche/Nibiru and two different sign placements of the planet in a person by comparing them. But yeah, we can see how the planet manifested in the world at that time by relating it to Tyche/Nibiru's influence and representation/theme, from the people who had it in a different sign than Taurus.
