My partner has a HEAVY 7th house stellium which includes:

Jupiter (Scorpio)
Mars (Libra)
Saturn (Libra)
Pluto (Libra)
(and Ceres and Pallas)

I've tried to gleen information about his many past relationships but he is relatively tight-lipped, saying they just "didn't work out."

To the average joe he would come across as very casual about relationships but my sense is that he feels much deeper than he lets on. Could this also be attributed to the conflict between those planets in his 7th in particular?

Well, having the 7th house cusp in Libra suggests someone who wants to be in a relationship and values marriage very much.

They are willing to make things work and often times,can bend over backwards to please the partner.

The worst thing that you can do to someone who has Libra on the 7th house cusp is isolate them(through non communication), cheat on them or refuse to meet them half way by committing to them or otherwise. That crushes them.

Mars and Pluto in Libra suggests that a great deal of energy is put in place to please the partner.To stay within good relations with those you are in an intimate relationship with etc

Saturn in Libra suggests that the proper rules and regulations in social conduct are strictly adhered to.

There is no digress or indifference to social relations and intimate partners.They put their best foot forward and treat this area of life like a job.

I use the whole house system. So Jupiter in Scorpio would, in my analysis, fall in the 8th.
