A very interesting question! The only thing I know for SURE is that this is a person who is NOT dominated by neptune/moon/perhaps mercury, cause these are the dependent planets, they are the ones who are likely to get affected^^

Having a lot of angular houses probably makes someone noticable, and I think 1st house especially, comes of as strong.
But when I think about strong people, who is more likely to be the kind of "leader" that others listens too and get very affected by, I think of signs as Aries, Taurus, Leo and Capricorn...their houses are 1st, 2nd, 5th, and 10th... I think 10th is reaching out to the masses, has the power to make people listen. 5th is opposite of 11th which is the house of groups/friendships. And another thing is, that both Leo and Aqua is fixed signs, along with Scorpio/Taurus. I think these signs stick out the most as people who can affect other peoples moods^^We see it especially when pluto touch mercury, cause these people have a real gift of making people listen to their words - pluto with all its power talks through the communicative planet

Well, that was just a lot of thoughts, but to sum up, I would say the fixed signs, strong mars/pluto/saturn/sun, strong 1st/2nd/5th/10th/11th house dominance, and no major impact from moon/neptune on the sun or moon!!!

EDIT: OOohhh completely forgot about our beloved Jupiter! The planet of expansion!!! Ever knew a Sag person? These people affect everyone lol... if sags feel like partying they start the party. If they feel like leaving it, it's over! Jupiter expands what it touches, I really think people with strong jupiter, touching any personal planet has a gift of affecting people this way... touching sun, they boost peoples ego, touching moon, they boost peoples emotions when they are down (especially sag moons does this) touching venus they make for a present and comfortable company to be in, touching mercury they make any conversation lively and bright, touching mars, they make everyone feel like going on adventure with them!
Cant believe I forgot jupiter, it's my no. 1 favorite planet for this <3

So for Jupiter, let's say this person have Jupiter as "culminating", smack on top of MC, this would possibly make them able to affect moods? When Jupiter is happy, all are happy, but when he's in a bad mood he makes everyone else in an equally bad mood?
