If someone has 0 degrees in a planet, does that mean they're most likely to have the previous planet's characteristics influencing that placement?

no. with a 0, they are usually more representative of the sign itself (unless it's a planet in retrograde). someone with a 29 may be influenced by the next sign, but not the 0 person. that's part of why the 29 is critical. the simple answer.

Yes and no. There are things called Nakshatras.
27 different nakshatras represent the plants through the signs in their degree. Then each nakshatra is broken down into 4 different padas. IP: Logged |

I have Jupiter in Taurus 29 degrees. It acts much like Gemini and I can get the smallest piece of information to become like an entire 500 page book with words. INFO and DATA OVERLOAD-SYNTAX ERROR!!! But I am very fluent with words and can take them far. There's a meaning behind everything spoken for me. I am also extremely curious about words and how they are used and can adapt to many conversations and subjects at the same time. Unfortunately Uranus in Scorpio is opposite so the above process is magnified with electricity-I am "plugged in" to all kinds of sources. I exhaust myself sometimes  FORGOT!! My fiancé has a Taurus Moon at 29 degrees and he is MUCH like a Gem Moon. Information overload and juggles 10 different ideas and projects at the same time! IP: Logged |
