Does Saturn on the Ascendant with Capricorn ascendant, do they Judge you harsher in the 1st decante more than the Virgo Second Decante?

What about Mercury in Taurus? What house would mercury would have to be in for this? If the Ascendant and Mercury aspected badly would that make a person more judgemental?
