Which of the water houses would be more psychic? Would a person with a stellium in the 4th house have those abillities?

I am just learning myself, but I feel like the 12th house is the most psychic.

I have Neptune in my 12th house. I would not say I am psychic, but I do feel like I always know what is going on, if that makes any sense.
