Do planets transiting in aspect to your progressed chart have a stronger impact on your life, than they do when transiting over your natal planets?

T.Mars in Aries conjunct my progressed Mercury in Aries at 19 deg - is very noticeable in my life... whereas T.Mars conjunct my natal Sun at 12 Aries was not all that significant (even with the Uranus conjunction and all).
Is it just me? lol

No.

Mars creates a very short transit to any point and is just not enough for a very noticeable change. That would be due to another factor happening in longer-term transits or progressions.

Progressed planets in tight aspect to progressed or natal planets/points can do this IF they are of significant duration.

It is difficult to know without seeing your chart/data.
