What's your take on this somewhat rare formation?

just found out my partner has one. i've read that the energy can be latent, that the chart bearer must consciously activate the aspects. Any thoughts?

i have a mystic rectangle in my natal..i didn't know that it has a neptune vibration..i don't think that it's rare though
