My first love and be have these exact 2 placements. Honestly, he is the one that likes making the first move, but he will only do it if he KNOWS you're interested in him. He doesn't want to make a fool of themselves, so in my experience, yes. They make the first move, but in order to do so, they need to know you are open to them.

Cancer Mars starts to come into their own and get more assertive and sometimes even aggressive,when they can "read" you.

If you set up a habitual pattern around them on how they can get to know you, the more confident side appears.

I think they respond most readily to your Moon position. In fact they often get their "cues" from yours- given that their drive is ruled by their own Moon.

So if you have an Aries Moon, they may find you interesting but proceed with caution.

If you have a Cancer Moon( like I do), they can get overly familiar and extroverted very quickly with you.

I really don't think they would appreciate being "chased" though.

This sign energy tends to like the traditional roles as they are. So despite appearances of being a little evasive and complex at times,they want to be the one "on top".

Anxiety, unfamiliarity is their worst enemy and feeling like they are swimming in unfamiliar waters etc.

So the better able they are to read your moods and idiosyncrasies, the closer they feel to you.

They -like many water placements- want that 'exclusive' access to you.So don't give them the impression that they are just 'one of the people' etc.

Have you two started playing "footise" already? Or is it a distant admirer?
