How would someone who was adopted be able to figure out the rest of their natal chart?

It's a bit disappointing not being able to see what other signs/planets are in the houses.

The adopted parents have no way of finding the exact time either because the birth parents
have not contributed anything and have never been involved.

To answer your question, you can figure out your Natal Chart through rectification.

With adoption start with Neptune in the 4th house. See how that feels, if not try Pisces on the Nadir. With each rectification you get little hints. If you want to try it here, post your chart using 12 PM as your time of birth and we can work on it together.

Not all adoptions are as you describe. My wife was adopted and has a birth certificate with all birth info, just with her adopting parents names on it instead of her birth parents. As a result it was not terribly difficult to verify a chart for her exact to the minute of arc on the Asc (because the hospital location/address was included on b.c.).

However, you are right, often adoptions are entirely closed and in many places accurate records of birth are not transferred in some manner so that the adoptee has them. It does make rectification more difficult, since this would be a 24-hour rectification pretty much every time when there is no contact with the birth mother. If this is your situation, just look at it as a way to get to know yourself in your own way with your own effort.

Also, the very circumstances of adoption, the timing of the adoption can be used as rectification factors. There is not an 'adoption aspect' to direct rectification, but there are factors that show up that can help the astrologer pinpoint possible Ascendants to test. My wife has Moon at MC, square Asc. This and Neptune in 1st are the more specific adoption factors. Moon at MC is essentially in a position of what we'd call 'accidental detriment' since its natural position is down low in the chart. It indicates one's needs/mothering may be displaces 'out there' from the safety/security/roots of 4th/IC.

Neptune in hard aspect (to Asc/IC) is also a factor of insecurity/poorly defined childhood. Uranus sometimes works in similar fashion in hard aspects to disrupt early stability.

Here is the chart with 12PM as the time:

Originally, Neptune is in Capricorn. This makes a lot of sense. When you say put Neptune in the 4th house, do you mean find an ascending time that would make Neptune in that house because it denotes adoption? I'm not too sure if I am understanding correctly.

As I was adjusting the time randomly, I came up with time 9:00AM. This is the time I found that makes Neptune sign Capricorn in the 4th house. But if Neptune is in the 4th house at 9am, it shows the Moon switching from Taurus to Aries and Taurus made a lot of sense for this moon placement.

But I am not really sure.. Thank you guys if you can help me figure out

Triple the confusion.
Years ago in Austin I did a chart for a friend/couple.
Her chart did not fit her at all.
Some years after that her birth mother found her and she found out she had been stolen at birth and she was 7 months older than she had always thought.
She was happy as a pig in sh** to have a chart that reflected who she was that she could work with, one that reflected her relationships and her true nature.
She later had 2 kids and 5 adopted kids.
She made sure she had all their correct birth data.

If you are certain of the date, then the Moon here is a significant rectification factor. It sets up a decision between Aries and Taurus. That is where you start.

To get an exact chart, you must also be sure of the location of birth.

some time ago I found my birth certificate which stated I was a 1 pm baby but I have my doubts [I'm also a premature baby]
