Little can be said about a placement without the aspects.Generally speaking though, someone with a 7H Venus could be the type of person who values being in a relationship, and Venus being in Pisces the relationship might have a very romantic streak or be imbalanced in some way - either they are the "savior" or the "damsel in distress" so to speak, and might give more then they take or vice versa.
There might be an attraction to romances that are somehow difficult (being attracted to people who struggle with mental issues or substance abuse, for example) or an attraction to people who are unattainable or "wrong" for them.
Generally cooperative, willing to compromise and give a lot for the other.
This ^ can be mitigated by other factors in the chart (especially if Venus is afflicted by Saturn and the outer planets; and the position of the Moon and DSC ruler, etc).
