Some sources say 16th-26th while others say 19th-24th???

I was born on the 16th evening...23 degrees libra

How can I find this out for sure what the actual cusp is?

I was born in 1989

No it's not on a cusp. It's 6 degrees away from what I would consider a cusp.
And many astrologers don't take cusps into account.

Hmm, weird because it does say cusp starts at Oct 16, others say Oct 19 like bubbles mentioned...

However, I did count the degrees, and from 23 degrees on bubbles birth chart, its 7 degrees in, so indeed, that would not count as a cusp...

To even be considered on the cusp I personally feel that it needs to be less than 2º orb. My own Sun is less than 5º from the Aries cusp, but I am a Pisces Sun, through and through. Any Aries traits I may have come from my Aries Venus and MC, but in no way am I a cusper.. And nor are you, OP.

For what it's worth, I sometimes get very confused on certain aspects myself. And yes, there is some contradictory info out there even on how to figure the chart (even the geometry which SHOULDN'T be contradictory) which has frustrated and baffled me more than once as well.
