I get the vibe that he is and other people think there might be something, but then he hasn't made a move. I think i'm getting mixed signals. Is it better to make the first move on him?

Tread slowly with this one. I know someone with similar placements, only difference being he has aquarius venus- adore the lad but would never spring a relationship on him (or anyone for that matter but that's just me). They tend to get really close and then pull away for a bit. At least this guy does. He doesn't seem to like talking for ages, and neither do I so we have a good little system going on aha.
My advice is to keep treading the water because these water babies are hard to read generally. They would probably appreciate coffee dates and little things like that to keep getting to know them. Make him feel a million percent comfortable and sure that you like him too.
