Moon in Gemini, without considering any other placement is often of two minds. I've seen them declare one thing one day, and the exact opposite the next. In my opinion, Gemini is the epitome of duality. With Venus in Scorpio, the emotional and relationship needs are very different, as you know. The passion and emotional depth and intensity of Venus in Scorpio doesn't "rhyme" with Gemini which can be superficial, light-hearted, charming and flirtatious, but isn't generally comfortable with emotion. If Venus is unconscious, as it can be with men, the Scorpio qualities may be projected onto the women in his life. In other words, a man may not recognize that Venus in Scorpio is a part of himself. He'll be attracted to the Venus in Scorpio type, but his other placements will likely be at odds with this side of himself. If he's self-aware and has done a lot of work on himself, it won't necessarily be the case or not to the same degree anyway.
Both Gemini and Sagittarius have strong freedom needs, tend to look on the bright side of life, and don't like slogging through the "muck" of the human psyche. This conflicts with the needs of Venus in Scorpio, which is very serious and wants a passionate involvement, which the former may find stifling. Include Virgo and it looks like there's also a strong intellectuality about this person that also contrasts with the emotionality of Scorpio. But, of course, we don't have the whole chart to look at.
One of the things astrology - and Gemini in particular - teaches us is that we all are not one thing, but a multiplicity of different people.
From the example you gave, he's telling you about his different needs. If you can meet these needs, as different as they are, you'll probably be fine.
