Plenty Scorpios have a lot of self-control. But I knew one Scorpio guy when I was a runaway. I think he was 18, but I'm not certain now. He was calm in the face of the chaos though it cracked us up when some homeless people in a squat we shared was playing mind games with us trying to creep us out so much that we'd leave, and after they started doing weird knocking sounds he started banging and kicking walls shouting, "I'm crazy, too!" He won. 
Another Scorpio was a coroner and helped in investigations. She wasn't for chaos and she aided the law when she could, sometimes without even being asked. She was a phoenix and a a good friend of mine before she moved. Obviously, being a coroner and such reflects that she was mature physically as well as mentally and emotionally rather than a teenager.
And then there was a neighbor of mine. We'd barely spoken but one day she asked me if I'd be willing to take her cat if she became homeless. I learned that an evil government worker had screwed her over with a cruel trick that made it impossible to pay her rent so she wasn't sure how long she had (she kept her no doubt intense emotions hidden from me, btw, no sobbing or ranting, nor did she plead with me, only asked casually). I agreed and then secretly dropped off supplies her EBT/food stamps couldn't cover (including for her cat) though she knew it was me because I was the only one she'd explained this to (only because she had to find someone to care for her cat), and she just knew me. She ended up getting a job where she rose in the ranks of a health food store and got me the employee discount on my favorite spritzers.
Of course it's possible that just as she secretly got me a good deal on my favorite drink there that she also secretly arranged for say a fiery death for that government worker who did her (and no doubt plenty of others) wrong and of course she wouldn't tell me. But if she did...I say good for her, even if she did so in petty revenge she still did society a favor. And by excising that government worker there would be that much less chaos rather than more since that government worker apparently took delight in making people homeless by messing up the unemployment people had earned.
ETA: That aside, I've certainly known Scorpios who'd "blow it all up" if they could as well, I just gave the above example that they're not all into chaos, though that doesn't mean they're naive Pollyannas either (heck, some can be some of the biggest self-pitying whiners, though not those 3 examples I gave here) and from a PoV of transformation maybe it still applies in a much more sophisticated and subtle sense.
