He seems somewhat uncomfortable in romantic relationships. For example, he has a hard time with PDA and doesn't seem to care for emotional displays at all. He does seem to be very loyal, protective and a bit of a worrywart and perfectionist (always wants to have the right perp, revisits cases even though people try to convince him that they've been solved).

He also has a very purist, somewhat naive view of the law and what is considered right and wrong, which isn't something that I would necessarily associate with Scorpio or Capricorn. He tends to always have the right intentions, even though the outcome isn't always the best (not being able to keep his promise to Bruce Wayne, for example) but he tries and genuinely beats himself up about not keeping his promises. I would definitely think he had some Virgo in his chart, though I'm not sure how much of it he really has. Maybe Venus and Mercury?

Of course, The actor that plays Jim Gordon is really a Virgo, and I am a little partial to the sign so it might just be me noticing small insignificant details.

He mostly takes calculated risks, but he does make "dumb" decisions when his temper is out of control, which makes me think he could have some Aries paired with earth placements.

(Fun fact: The actress who plays Fish Mooney is also a Virgo.)

While we're taking about Fish Mooney...I'm not sure if you're interested in possible rising signs, but the first sign that popped into my head when I saw her character is Leo. I agree that she is likely a Sun Libra, it's just that her physical presence is very Leo to me. Her loud, booming voice...her ability to command an entire room, to bring them over to her side and lead them through the worst circumstances imaginable...and also, the fact that she has at least a few comrades (such as Butch and even Bullock, when she's not letting her temper get the best of her) who she is extremely loyal to and affectionate with.

Cobblepot seems like he might have an air rising sign, maybe Gemini. His ability to charm and convince just about anybody to do anything is what comes to mind, even though he has proven time and time again that he is loyal to no one but himself.

I agree with you on the Virgo part,and I haven't watched season 2 yet unfortunately,I thought Scorpio and Capricorn since he's so determined when there is a Case that he is solving with bullock.

Ohhh and also yes! I know penguin has to have Air/Water influences! The reason why I chose mars in pisces is because the penguin seems to get picked on very often,also he has a very timid personality,but I personally though with a pluto aspect he'd probably have that ambition and cunning personality a normal MIP wouldn't have. And Mars in pisces is known for being the Underdog,so nobody expected him to rise into power!Also for sure I agree on the rising being an Air sign,I personally thought Gemini MC because he has very good communication skills,had literally his hand on every operation,can't side on one for long,plus he has a really good way of communicating with others and convincing them,and has a quick mind.

But that's my opinion lol.
